F – Card or Regulation 6 of Customs Broker Licensing Regulations;2018, examination which is conducted by NACIN (National Academy of Customs, Indirect Taxes and Narcotics) ELIGIBILITY – As per Regulation 5 of CBLR 2018

On clearance of written as well as the corresponding oral examination, the licence is granted. SCOPE – Customs Broker Licensing empowers the licencee to act as an agent on behalf of the importer or exporter, for the purpose of transaction of any business relating to the entry or departure of conveyances, or the import or export of goods at any Customs Station including audit. The licencee also has the opportunity to appear before Customs & Appellate Tribunal as authorised representative as per section 146A of Customs Act, 1962 An applicant shall be allowed a maximum of six attempts to clear the
examination

G-Card

This examination is held under sub-regulation 5 of Regulation 13 of Customs Broker Licensing Regulation, 2018. It is conducted by the Assistant Commissioner or Deputy Commissioner of Customs Policy Section of the Customs Comissionerate across the country. Only written examination and no interview.

ELIGIBILITY – 10 + 12 pass and shall be employed by a Customs Broker.
The applicant shall be allowed a maximum of 4 attempts to clear the
examination.
Scope – The applicant, if graduate and has 2 years experience as G – Card
holder can appear for F – Card without having professional degrees.
Have the opportunity to get the first hand practical experience of the
complex Customs clearance processes.

FAQ

What do you mean by Customs Broker or Who is a Custom broker?

As per Regulation 2 (1) (d) of Customs Broker Licensing Regulations, 2018, Customs Broker means a person licensed under these regulations by Customs to act as an agent on behalf of the importer or an exporter for the purposes of transaction of any business relating to the entry or
departure of business relating to the entry or departure of conveyances or the import or export of goods at any Customs Station including audit. In simple language, a Customs Broker is a person who has been licensed by Customs on clearing an examination conducted by National Academy of Customs Indirect Taxes and Narcotics (NACIN) and he can act as an agent on behalf of the importer or an exporter to clear the goods from any Customs Station.

Who and how, one can be a Custom Broker?

ELIGIBILITY – As per Regulation 5 of CBLR 2018

A person who meet the following conditions that:-

(1) a) He is a citizen of India

b) He is a person of sound mind

c) He is not adjudicated as insolvent

d) He holds an Aadhaar Card

e) He holds a valid PAN Card

f) He has not been penalised for any offence under Customs Act, 1962, Central Excise Act, 1944, Service Tax, CGST Act, 2017 and IGST Act, 2017

g) He is neither been convicted by a competent court for an offence not any criminal proceeding is pending against him in any court of law

h) An individual applicant or in case the applicant is a firm, its partner or in the case of a company, its director or an authorised employee who may handle the Customs work shall

i) Be a graduate from a recognised university

ii) Possess a professional degree such as Masters or equivalent degree in Accounting, Finance or Management, CA / CS / MBA / LLM / ACMA / FCMA or Diploma in Customs Clearance work from any Institutes or University recognised by the Government or is having at least two years experience in transacting Customs Broker work as G-Card holder

(i)The applicant has financial viability of not less than five lakhs rupees supported by a certificate issued by a Scheduled Bank or such other proof acceptable to the Commissioner of Customs

(2) A retired Group A officer from the Indian Revenue Service (Customs & Central Excise) having a minimum of five years experience in Group A post shall also be eligible to apply for a licence to act as a Customs Broker provided he satisfies the conditions specified at (a), (b), (c), (d), (e), (f), (g) and (i) above. The person who meets the above conditions has to clear a written and Oral examination conducted by NACIN

When the examination is held?

The examination shall be conducted by the NACIN in the first quarter of
the calendar year and for which application are invited in the month of
August of the preceding year.
(example: For examination in 2024 applications invited in August 2023)

How does the applicant come to know about the examination?

The NACIN advertise in two leading national daily newspapers in English
and Hindi in the month of August. This information is also available on
the web portal www.cbic.gov.in

Is there any application form for the examination and from where it is available?

There is an application Form A available in the advertisement as well as
in the web portal www.cbic.gov.in

What is the eligibility criteria?

Are there any other requirements?

Yes, the applicant has to deposit a fee of Rs.500/- through TR-6 challan
and to attach a self-solvency certificate of Rs.5 lakhs issued by any
Schedule Bank or such other proof acceptable to the Commissioner of
Customs

Where can the applicant submit the filled up application form?

The applicant can submit the application in any Customs Comissionerate
in India.
Important – Submit the application where the applicant intends to carry
on his business initially, because the licencee has to transact business at
the place where the application has been submitted for a period of two
years from the date of issue of license. It is only after two years he can
transact business in any other Customs station in India

How does the applicant know that his application has been accepted?

The Customs department display the names of the application found
eligible to appear in examination, in Customs Notice Board, also
available in the Policy section and the Customs Comissionerate’s web
portal.

What is the syllabus of the Customs Broker examination?

The details of syllabus are available in Regulation 6 of Customs Broker
Licensing Regulations, 2018.
It has been seen over the years that majority of questions come from
Customs Act, 1962, Customs Tariff Act, 1975, Foreign Trade
Development Act, 1992, EXIM Policy & CGST Act, 2017 and Rules &
Regulations under Customs Act, 1962

What is the type of the examination?

The written examination will be a computer based examination with
multiple choice Questions. Questions will be bilingual, i.e. in English and
Hindi. Candidates have the option to answer either in English or Hindi.
Number of Questions – 150
Time Duration – Two and half hours
Marking Scheme – +3 for each correct answers
-1 for each incorrect answers
Maximum Marks – 450
Qualifying Marks – 270 (i.e. 60%)
Those qualifying in the written examination will have to appear in Oral
examination in terms of Regulation 6 of the Customs Broker Licensing
Regulations, 2018 as amended. The pass percentage marks for qualifying
in the Oral examination will be 60%

What will be the minimum preparation time for the examination?

It is dependent on individual’s intelligence, dedication and seriousness.
As per my experience, minimum four months preparation with four
hours study each day besides the coaching hours.

How many candidates pass this examination every year?

Pass percentage is very low. It varies from 3% to 8% only.

Why is the pass percentage so low?

Lack of seriousness, dedication and involvement. Casual approach won’t
yield favourable result.

What is the success mantra?

Attend the classes seriously, revise it at least once, the same day, go
through the study material sincerely and make your own notes
simultaneously. Revision to be done regularly.

Is self study sufficient to clear the examination?

If one can do is really appreciable. But logically, had the self study been
sufficient then there would not have been so many schools, colleges,
coaching institutes etc.

Does the Customs Broker licence help in securing any job?

Yes, it has immense potential particularly in the present scenario when
the import and export business is growing at breakneck speed.
Moreover the Customs Broker licence empowers you to appear before
the Customs Officers and the Appellate Tribunal as an authorised
representative of your client, which in turn gives you an opportunity to
be a legal consultant.

Are the Customs Broker examination, F-Card examination and Regulation 6 examination one and the same thing?

Yes. It is the same examination

What is G-Card examination?

This examination is held under sub regulation 5 of Regulation 13 of

such person regarding the provisions of the Customs Act, 1962 subject
to which goods and baggage are cleared through customs”
It has been noticed from the past question papers of various Customs

Comissionerate that topics / chapters / Rules / Regulation covered are
from Customs Act, 1962, Customs Tariff Act, 1975, FTDR Act, 1992, Exim
Policy & other allied Acts.

When is the G-Card examination held?

This examination is held by Customs Comissionerate across India. There
is no fixed time for conducting the examination. It varies from
Comissionerate to Comissionerate.

What is the scope & benefit of G-Card?

The applicant, if graduate and has 2 years experience as G-Card holder
can appear for F-Card examination without having professional degrees.
